How StoreVigil distinguishes restricted check access from a confirmed store outage.

A protection layer may challenge an automated checker even while ordinary shoppers can still open the store. Treating every challenge as an outage would create a false alarm.

Why this happens

Availability, HTTP access, browser access and page discovery are separate capabilities. A restriction in one channel does not automatically prove that every customer path is unavailable.

What StoreVigil can observe

StoreVigil records the capability state and explains when browser verification is limited. Confirmed outages require stronger evidence than one restricted request.

What merchants can do

Merchants can review their protection rules, allow the authorized monitoring path where appropriate and keep the limitation visible until a successful recheck confirms full coverage.
